If you are a Refugee and arrived between between April 2019 and January 2020, your Refugee Cash Assistance and/or Refugee Medical Assistance may be extended beyond the standard eight-month time limit. Washington State ResourcesThis is a Frequently Asked Question (FAQ) information guide for immigrants who want to know more about how the issue of public charge might affect their ability to access healthcare and other services during this COVID-19 outbreak. The Office of Immigrant and Refugee Affairs will continue updating this site as developments occur. We plan on translating this page once the information becomes more permanent. If you are bilingual, please consider helping communicate the below information to your immigrant and refugee neighbors and friends.
Seattle area COVID-19 Request Support Form Links to an external site. If you would like food or other supplies dropped off at your front door, please use this form. We are prioritizing folks who are sick, disabled, quarantined without pay, elderly, undocumented, queer, Black, Indigenous, and/or people of color — including those displaced from Seattle to the nearby areas.

They categories are the following:
Request Funds from JeffCo Mutual Aid Links to an external site. This form should be used by individuals in Jefferson County, WA who are experiencing financial hardship from the Covid-19 crisis. That includes folks who have been laid off work or have less work due to Covid-19 closures. Requests are capped at $150 at this time. The JeffCo Mutual Aid team will not share the information gathered with this form, without your affirmative consent. Feedback is welcome, our contact info is at: www.jeffcomutualaid.com.

National Domestic Workers Alliance: Coronavirus Care Fund Links to an external site. The Coronavirus Care Fund was established by the National Domestic Workers Alliance to provide emergency assistance for home care workers, nannies and house cleaners to support them in staying safe and staying home to slow the spread of the coronavirus, and to care for themselves and their families. Qualifying applicants who are experiencing financial hardship due to the coronavirus pandemic can receive $400 in emergency assistance from the Fund. At this time, the Coronavirus Care Fund application is open to domestic workers who have participated in activities of the National Domestic Workers Alliance (NDWA), NDWA chapters, affiliate organizations, circles and current Alia users. We will open the Fund for applications from other domestic workers as soon as funding allows. If you do not currently qualify to apply, please complete the form below. We will let you know as soon as the Fund is open to all domestic workers.

Mutual Fund for Latina/os/x Elders Links to an external site. Fill out this short form to make cash, groceries, or help requests. Application closes April 4th at 12 pm. During the first phase we will try to fund between $100-250.
ROC RELIEF Links to an external site. In this time of crisis, Restaurant Opportunities Centers United is providing resources and financial assistance to restaurant workers impacted by the coronavirus crisis.
Southern Smoke Emergency Relief Program Links to an external site. Southern Smoke is a nonprofit 501c3 charitable foundation. Our Emergency Relief Program provides emergency funding to those employed by or own restaurants or bars or are employed by a restaurant or bar supplier that are faced unforeseen expenses that cannot or will not be covered by insurance. We stand with those in our community and are committed to “taking care of our own”. Application Verification and Award process: Each application will be verified by the Executive Director or a committee of volunteers. Once applications are verified, the application will be distributed to a separate Awards Committee. The Awards Committee will be made up of trusted community members. The Awards Committee will select awardees by vote and will determine the awarded amount to be distributed. All funds granted are subject to taxation to the greatest extent of the law. Please fill out the following application if you believe you meet the necessary criteria for Southern Smoke’s Emergency Relief Fund. Please only apply if insurance is not providing you with compensation for your emergency.

Here is some info from a recent webinar about housing - response from the attorneys:
Q: How are rent increases being addressed?
A: "...I am not aware...of any moratorium that prohibits rent increases or regulates them in some other way. However, state law requires a landlord to provide 60 days' written notice before a rent increase can become effective."
Q: How do we handle situations where undocumented clients are concerned about being reported by their landlord/neighbor/etc? Some landlords may use ICE as a way to scare people into paying “If you don’t pay or leave right now I will have you deported". Are undocumented clients protected under the Federal/State/City Moratoriums?
A: "Legally, I am not aware of any carve out in our state or local moratoria that exempts undocumented individuals from those protections. I am also not aware of any such carve out at the federal level...I assume that if you are a tenant you are protected regardless of your legal status as a resident of this country. As far as a landlord making threats or following through on such threats, I've seen a lot of good know-your-rights material from other organizations regarding what to do when ICE or law enforcement in general visits and demands entry into an individual's home. I would imagine that information would be beneficial to anyone who does find themselves in that situation."

ELAP is still open! This means that we are continuing to provide FREE legal services to low-income clients throughout King County. We are providing phone consultations each week in the areas of Family Law, Domestic Violence, Immigration, Debt & Bankruptcy, and General Law. We offer interpretive services, so language will not be a barrier. We are also starting to present webinars about various legal topics, please stay tuned as next week we'll have one on current Tenant Rights during Covid-19.
Please have clients give us a call at 425-747-7274. Be sure to tell clients to leave a voicemail if we're on the other line.
Due to the current environment, ELAP has decided to switch from in-person legal clinics to telephone consultations. We want to make sure people who need legal assistance are still able to speak to an attorney, but also must weigh the health and safety of those at the clinics. If clients have documents they would normally bring to the clinic, they can scan and email them to us and we will forward it to the attorney. They can use Office Depot and/or Staples to fax documents to brenda@elap.org. People should still continue to call our Intake line at 425-747-7274, and they will receive a callback within 48 hours.
